Guatemala Highlights Advances in Customs Matters
Antigua Guatemala, Sacatepéquez, Nov 10 (AGN).- The Guatemalan Government, through the Superintendency of Tax Administration (SAT), presented the progress and challenges in customs matters, during the event Trade facilitation: The route of the economic reactivation of Central America, in the city of Antigua Guatemala.
Werner Ovalle, Customs Intendant of the SAT of Guatemala, indicated that the purpose is to contribute to all efforts in terms of trade facilitation that the Central Government and the Central American region have outlined.
We share all those actions that have been implemented in recent years and that have allowed us to contribute to competitiveness strategies, Ovalle said.
In that sense, he said that through these actions, collection issues have been improved and dispatch times have been reduced. This in order to position the Central American region in a more competitive area.

The actions
In the presentation, the representatives of the SAT indicate that the following areas of action are available: facilitation, monitoring and capacity building.
In the context of control, the Central American Single Declaration (Duca). It is an agreement signed between the Central American countries.
Due to the above, the Duca speeds up the filling process for each one of the regimens, since it uses the same fields.
Ovalle also explained the Central American Authorized Economic Operator project, which adds up to 181. Of this total, Guatemala has 83 authorized economic operators.
With this we see how trade facilitation works. Also how the confidence of the private sector of all the international trade logistics chains is being projected, added Ovalle.
Likewise, the SAT highlighted the Deep Integration Guatemala-Honduras and El Salvador. Benefits include:

Control
In the area of control, the SAT reported on the Regional Strategy for Comprehensive Customs Risk Management (ERGIRA).
This regional strategy was approved in 2019. Among its benefits are the exchange of alerts/regional operations; interinstitutional risk profiles; information exchange protocol with internal taxes. Also, the adoption of the implemented business intelligence platform.
For this reason, regional operations are also disclosed in this segment.
In addition, the actions that have allowed the seizure of merchandise, people captured and consigned vehicles.
Strengthening
Finally, regarding the strengthening, Ovalle disclosed the details of the Declaration of Ethics and Transparency of the Customs Administrations of Central America.
In addition, the strengthening of the following regulations:
- Update of the Regional Customs regulations (Cauca and Recauca)
- Strengthening of Trade Facilitation Committees in the Central American Region
- Updating of the Central American Trade Facilitation Strategy and support and cooperation for customs control with a regional vision.
This event demonstrates the leadership that Guatemala has shown as a customs service. Also the articulation with all the actors to facilitate trade, Ovalle pointed out.
