Customs announces the use of computer programs that already include the use of Artificial Intelligence

Yesterday, the Customs Administration presented to the players in the logistics chain and to customs users, a modernization program that, among other things, will eliminate discretion, and will allow the strengthening of the infrastructure and better attention to taxpayers, since a of the critical constants is the failure of systems.

For example, a mechanism will be created to cross-check information with internal taxes, to make the risk management models more articulated, detect procedures for misvaluation and classification at the origin of the goods, and facilitate the correct procedures.

“Today we are clear about where we want to go and the most important computer modernization program has begun, which will contain aspects of artificial intelligence, data mining and strengthening of management through platforms,” ​​said Werner Ovalle, Customs Mayor of the Superintendency of Tax Administration (SAT) when launching the platform.

When does it come into force?

The first module to be implemented will be air dispatch and is projected for October 2023; the sea by the end of 2024 and the land, in 2025.

The air is considered a priority because it is the second area that represents the most tax revenue, apart from the certification as Temporary Customs Warehouse. Maritime customs are the ones that generate the most tax collection in foreign trade, while land customs concentrate the largest number of users, but lower income.

Ovalle cited as an example that air dispatch includes the issue of passenger risk management and a new system related to Courier (parcel) operations, since electronic commerce is the new trend at the international level, which is why they bet greater controls.

The model will consist of having all the information in advance and even from the place where the purchase will be made, in order to articulate risk management. At present, there is a single clearance for all customs, but from now on it will be by specialization, articulated in a computer system, with a model for each clearance method.

And artificial intelligence will determine that due to the transactions and findings in the customs service, the information will be accumulating in the systems and will launch alerts to focus the risk management systems.

Also, if an importer is coming out in red selectivity frequently (for review), he will be controlled more; while those who have a good process record will eventually not have selectivity.

The cost of the IT transformation is US$6 million and is financed by a donation from South Korea.
