They publish a decree of a state of public calamity due to the effects of Julia
Guatemala City, Oct 11 (AGN).- In the Central America Newspaper Decree 5-2022 was published this Tuesday, with which the Government of Guatemala declares a state of public calamity throughout the national territory.
This measure is due to the effects of the rainy season and the passage of tropical cyclone Julia, which It has caused high accumulations of rain and saturation of the soil, causing damage to homes, educational centers, infrastructure and the country’s communication networks, as well as to the economy, health and food security, highlighted in this decree.
The measure will be in force for 30 days and provisions are adopted that allow mitigate the adverse effects that are reflected in material losses and damages, the primary result of the mechanisms that guarantee the life, safety, integrity and dignity of the population, it adds.
Measures
President Alejandro Giammattei headed the Council of Ministers on Monday, where it was agreed to take this measure due to the passage of Julia. In addition, a call was made to Congress to know and ratify it to continue with the care of the affected Guatemalan population.
This includes a series of measures that highlight transparency regarding the work to be carried out, and the identification and allocation of budget spaces to deal with the calamity.
Likewise, measures are taken to protect people and their property, to prevent any act outside the law and guarantee the maintenance of peace and public order.

Protection
The right of free movement is also limited, changing or maintaining the residence of people, establishing sanitary cordons, limiting the circulation of vehicles or preventing the exit or entry of people in affected areas in the places and districts, roads and paths established by the Conred.
On the other hand, the relief bodies or civil security forces and the Guatemalan Army must articulate in a coordinated manner and, in accordance with their attributions, compliance with the restriction on freedom of movement.

Attendance
This state of public calamity due to the passage of tropical cyclone Julia includes ordering the evacuation of the inhabitants of the affected areas or of the areas declared at high risk.
It includes ordering the civil and military authorities under the coordination of the Conred to adopt necessary measures in order to protect and ensure the life, integrity, security and property of the population in high-risk areas.
Among the articles of Decree 5-2022, it is indicated that the donations received will be consigned and registered in the name of the State of Guatemala and coordinated by the Conred.
The donations received will not be affected by compliance with the provisions of the third paragraph of article 53 and 53 Bis of Decree Number 101-97 of the Congress of the Republic of Guatemala, Organic Budget Law, during the validity of this Government Decree. , it adds.
